Italian Sub Gps & German U-boat Flotilla Moves.
Germany takes a land but uses HR 26, "Free U-boat Moves" to get their U-boat flotillas out into the Atlantic hunting for allied convoys.

HR 26. Free U-boat Moves.

Germany if they do not pass may move all organize and in supply subs in port for free if Italy is active and takes either a naval or combine action. German units may NOT be used (i.e., flipped) to initiate a search if Germany took a land action.
