USA (Neutral) – Combine.
1. US Hawks are bitterly disappointed by the failure of the US Congress to successfully declare war on Japan in what, the Hawks, thought was a certain (70%) vote to pass.
2. Somehow the Isolationists were still able to carry the day and managed to inflict some political damage on FDR and his administration.
3. Damage that FDR is confident he can repair and on the first allied impulse of next turn have congress vote to declare war on Japan with (again) 70% chance.
4. USN will get Nimitz from Maui to Pearl Harbor.
5. The remaining 2 NMs will be use to move (two) US Sub Gps 4268 (2-6-7-3) and 4261 (2-5-8-3) in San Diego to forward USN bases in the Western Pacific.

CW – Land.
1. 82%+ this is last allied impulse of turn.
2. A MAJOR policy/strategy argument ensues between RN Atlantic and CW Desert Commands over action type (i.e., combine vs land).
3. With a combine, RN Atlantic Command can get full CW production, including 2 BP LL to Free France by only having to expend (for production) 2 of the 4 oil stockpiled in the UK.
4. With a land, all 4 oil stockpiled will have to be used leaving 0 stockpile in the UK.
5. CW Desert Command argues that with a combine they’ll only get 1 of the 3 LMs, the other 2 going to East Africa & Pacific Commands, and that is WOEFULLY insufficient to exploit the weak Italian positions in Algeria, Tunisia & western Libya.
6. In the end, given that the UK used a full naval last impulse, Desert Command wins and gets their land.
7. Med (Desert Command) – Capture Algeris, Algeria.
8. West Med – w/Fr Search, break supply through West Med and inflict 75% or greater losses than received.
9. East Africa – defer assault on Asmara due to weather, debark 13th Inf inf corps to Wavell & address ETH Terr flanking.
10. Pacific – debark NZL Mil to Rabaul.

France – Combine.
1. Search West Med.
2. Use 2 or 3 of LMs to better allied joint positions in Med.

3. Push forward & reinforce FLOT (1/1 rail, 2-3/4 LM).
4. China Front (Asian) – Move 50th inf towards Yan Mts pass (4/4 LM).
