I decided to take stock of my optional and house rules at this point one turn past halfway. Based on the situation in southern Russia and northern China I decided to use option 47, isolated reorganization limits. This rule doesn't come in effect until the final reorganization step at the end of each turn. However; if enabled, MWIF makes the calculation on whether or not units are "isolated" throughout the turn, in addition to the normal supply calculations. Since the isolation calculation is not needed during the turn I will "turn" this optional rule on during end of turn after preliminary production and turn it off during factory destruction phase. Also, because of run time, a finite path instead of "infinite" is used by MWIF to determine whether or not a unit is isolated. I will verify each unit considered isolated and if I can find an "infinite" supply path then I will manually reorg the unit. I'm also interested in seeing how MWIF treats oil consuming units that can be oiled but are otherwise isolated. My understanding is that these units should remain flipped. Will MWIF allow them to be oiled? If so, will MWIF keep them flipped?

Two significant changes I just made were to HR-15 and HR-26. I was swayed by arguments made in
https://boardgamegeek.com/thread/3242006/use-stored-oil by Bruce on what it takes to (attempt to) "re-create" a historical Battle of the Atlantic and the necessary impact on the Eastern Front. This reference thread was (intended) as a discussion of using (or not using) saved oil for production. Personally, I'm on the side of using saved oil for production, but it was the argument that Bruce made on achieving historical results within the rules framework of (M)WIF in which I was most interested. Therefore, HR-15 & HR-26 were rewritten to reflect my swaying on that subject (i.e., BOA).
I haven't done it yet, but I do want to go back and tag which of my counterfactual house rules require editing of the game file and which that don't. One could argue that the ones that don't aren't really house rules but are play guidelines for my counterfactual solo game. I don't know if that's an important distinction other than being interesting.
I've also been toying with the idea of coming up with a (M)WIF competitive
solo wargame's guide, or set of charts/flowcharts. Not sure if such a beast would be of any interest to anyone besides myself, but I have to say that my use and tracking of War Directives has kept me "competitively" solo focus this game if you follow what I mean. It definitely takes time to think about, write and track them but it does allow me to shift my frame of mind to each of the major powers as I do so for them. Also, house rules such as HR-20, HR-26, HR-17 give me very specific benchmarks that I must achieve for the involved MPs to achieve those events. For solo play I personally like such benchmarks. I would like to develop more where it makes sense, which would also be part of my competitive solo wargamers guide (if one ever materializes).

ADDENDUM. Turn 19. Sep/Oct 1942. End of Turn. Use Oil. Japan.
Though Japan with 4 oil could oil everything that could be oiled (3.95 required), there were units needing to be oiled that couldn't be reached by the NEI oil due to loss of Japanese convoy lines in the China and Bismarck Seas.
These units that couldn't be reached totaled 1.6 oil needed and included all of the IJN heavy sea lift (3 TRS). So while initially it appeared that Japan had no oil shortage this turn, they indeed did (1.6 worth), which was hidden by the loss of convoy lines.
