Attached. End of turn instructions to follow shortly. I modified the file to hopefully include the Dusseldorf militia as a reinforcement. If you don't close the file once you open it and progress through to the next turn, I think it will arrive.

Oil Usage:

Ensure that you save the traded oil from Persia to Alexandria, Egypt instead of Berbera, British Somaliland.

Use the Nassau and 3 of the Port of Spain saved oil for Britain.
Reorganize all Free French from Beirut saved oil.

Don't reorganize the slowest American sub and use the Anchorage saved oil to reorganize the Americans.
Reorganize Zhukov with the Grozny oil.

No scraps.

No breakdowns but during breakdowns save the idle USA oil to Galveston and save the two oil being saved in Canadian cities to Louisville and Cincinnatti, respectively. The screenshot below also serves as final production numbers for USA.
Final Production Numbers:

Send the saved oil from Churchill in Canada to the Hull and Sheffield factories for Britain.
For USSR, change the oil resources screen to push oil to factories like so:

Send the saved oil in Leningrad to production.

Builds:

BB repaired is the Hood.
Save all the BP for Free France.

The USA also builds one militia unit.

Before doing USSR builds, scrap the I-16(I-17) fighter.

I guess I need to put a German umlaut U in Dusseldorf to get it to come on as a reinforcement. I will attempt to do that before I send the file back to you.

Also, I have no idea why the American units in the Marshalls and Honolulu are out of supply. If you have any ideas there let me know.

Have no idea myself but spoke to Orm about it. Should be in supply but perhaps editing is the problem. Only suggestion to solve it is trying sending out new cps until Pearl and Marshalls are in supply again.
