Peter is working through the setup positions for the minors, some of which can be aligned by both sides. Rather than have the AIO "figure out" starting positions for the minor countries from first principles, Peter is developing "hard-coded" setups for them. Of course, there is a lot of branching logic being used based on the situation when they set up (e.g., year) and Peter has, in some cases, dozens of alternative setups. There is an element of randomization too.
