Good news for the Soviets Vladivostock has been retaken. Soviet armor is in sufficient strength to begin the move West preliminary attacks were made to prepare the ground for the offensive.
Persia Abadan the only Persian ports was captured putting a end to the Arabian adventure for the Japanese, one pocket of Japanese remain. The Sixth Soviet Army will be available for transfer to other fronts.
Germany has requested a alliance, the Soviet Union is unable to comply. As it would place the Soviet Union at war with the Western Allies. This would be contrary to the house rules, apart from causing tension in parts of the world where the Soviet Union would prefer calm and stability.
China has a tough choice regain its cities from the Nation that took them by force. Or see them fall to another power.

Allying with someone does not cause you to go to war. The negative to it would being able to see your "allies" units. If someone declares war on an ally it will draw you in but since Germany already is at war with Britain and France and neither Italy nor Japan would declare war on Germany no risk is involved.
I suggested it because of Estonia. I was not aware that left alone she would gravitate to Germany. In all the games I have played I always politic her to the Soviets first.

This reason alone makes a alliance impossible as we have a ongoing war between the Soviet Union and Japan. Plus the very great possibility that the Germans may be turning east shortly.
What I suggest is that the Soviet union DOW on Germany just to take Estonia. Peace will be offered when Estonia is taken.

Agreed. Check the other two and see who they are closest too. You may be able to grab all 3.

If Latvia and Lithuania are included then it may take two turns to remove the troops assuming they become pro German.

Just check who is the Country that they are closest aligned too. If allied Country just ask if you can invade and go neutral again.

The French Command has responded to the massive losses of aircraft near Paris by flying units to England. The German forces are so strong that it is difficult to see how a line can hold.
The British Command announces some success against U-Boats north of our base at Scapa Flow. The strong German Naval presence in Norway spells trouble with all sorts of naval issues. In the Med the Italian naval presence in the Eastern Med is reduced, and no ships of the Italian Fleet are currently in sight there. Naval units and the RAF pounded the Italian Army before Tripoli and units of the Commonwealth armies are now in the outskirts of that city. The Italians in western North Africa may be slowed.
The USA now has freedom of diplomatic action, but the US forces are far from ready for the intensity of combat seen in the cockpits of Europe. A considerable period of preparation will be needed, although if the President and Congress call for combat the military can enter the fray. An ongoing project to defend the coasts of North America has resulted in forts which will slow attackers.

There is one thing of consequence that happens when Paris falls. The French get a card to improve their fighting spirit. When played it will increase the figthing efficiency of French peopled units, from .85 to 1.00 in 3 turns, this is done in increments of .05 each turn. The cost of the card is "just" 5 PP...
End Game note
I would think that French morale and fighting efficiency would actually drop, not increase, when losing their capital. I know that this rule is supposed to represent the improved fighting capability of Free French units, but this rule might actually discourage the Germans from taking Paris until the last moment. My suggestion would be to have this rule take effect when both Paris and Bordeaux fall (Bordeaux is where the French historically moved their capital after the fall of Paris), or else delay giving this card for about 5-10 turns until after Paris falls.

Soviet Offensive starts in earnest in Manchuria, Georgii Zhukov commands Far East Command with 106 T34 + other armored types 150 fighter (Mostly the new long range YKDD) and fighter Bombers. More are arriving daily.
New Army formed on Western Front under Markian Popov.
Semen Budennij takes over Persian Command.
Soviet Forces Move into Balkan States unopposed all Latvians Lithuanians and Estonians unhappy with this arrangement are being given free passage to Germany.

The Soviets claim they have no ambition in the East. That their attack on japan was predicated on a fear Japan would attack them. Japan announces they will cede all border areas with Russia to China. If the Soviets have no goals in the east this should satisfy their worry. If however the plan all along was to seize the eastern area they will not be satisfied with this arrangement and will instead attack China.

Its unusual to conduct diplomacy on forum but this is the Soviet offer for permanent peace.
The Soviets will withdraw to pre War positions the Japanese may follow soviet forces until borders have been re-established.
The handover of territory to China must occur on the next Japanese turn or the Soviet Union will suspect a delaying tactic.
Tientsin Shenyang and Port Arther and surrounding area's including both Aircraft Factories will be handed over to China.
This agreement will be lasting and all three parties pledge that this will be the end of hostilities between the three parties for the duration of the war, or until 1946 whichever comes first.

Not gonna happen. I will not surrender my factories but will surrender the one city. If that is not enough you can explain to the Allies why you declared war on a peaceful China.

All the cities listed are ethnically Chinese. The Factories straddle the City of Port Arther a Chinese City. Japan cannot expect to have Chinese lands that have factories built on them by a foreign power.
Any cities or indeed factories that are handed over to the Chinese will remain Chinese. If you read the terms of the Soviet offer the Soviet Union will be withdrawing to its borders but not before these factories are secured by either Chinese or Soviet forces. The choice of who obtains them is yours the factories will assist the Chinese in resisting any further aggression by any power.

Port author is not going to change hands nor will the factories. I have already given back lots of territory to China and have not been at war with her for years now. I will be ceding territory to China, your only option to attack me will be to declare war on China.

I am sure that The Soviet Union and China will not come to blows we ultimately want the same thing a Japan free mainland.
If you try and block soviet forces by handing empty land to China than I apologize to China in advance. But the Japanese threat on the mainland is now a Soviet priority.
If the Factories and Cities mentioned in the peace offer are in Chinese hands then the Soviet Union will leave them in Chinese hands.
