I looked if I had c++ libs installed, and I had 2005/2008/2010/2012/2013.
I have Service Pack 3 for XP.
I have reinstalled dotnet 4.0, and downloaded and installed the 4.0.3 update.
And I have been able to launch the updated version!
I still haven´t tried it. But at least the updated version runs.

Ok, this I need to try! I'll help you chase down bugs in the oil distribution. For now I can help with playtesting, I guess primarily the '44 scenario.
You can see in the OIL/FUEL listview the total amount of Oil/Fuel at particular locations (OILS / OILR etc)
There are two rows for each turn.
The first one contains the amount of OIL/FUEL from the original distribution function of the game.
The second one marked with an asterisk (*) after the turn is the modified amount of OIL/FUEL, where damage
and capacity was considered.

Another thing about France: north-west of Paris, just following the Senna river, there's a clear terrain corridor that have magic/shadow very heavy flak, take a look:
This img is from my last pbem turn, the shadow flak shoot down 21 b-24J (direct fire or crash during return leg). Maybe some can investigate this to see what happen.

I think that you can see if it's one of this places in the editor.

Command Headquarters (HQ): Axis fighter and bomber
commands appear on the map for the Axis player only.
They appear so that the Axis player can know where
his command centers are. They are not, however, viable
targets which can be attacked by Allied raids. The Allied
player should not bother trying to target these during his
Raid Planning Phase. Occasionally, you will receive reports
that a HQ has been bombed. This occurs sometimes
when an HQ is hit as a “target of opportunity.”

Problems after installing Win 8.1. When trying to launch EDBTR_Launcher I get system error "program can't start because MSVCP120.dll is missing + Couldnt find EDBTR_dll.dll (despite this one IS in the BTR folder ). Strange. Also when trying to launch the 1.02 without the addon I get error "Can't set sreen mode".
edit. Problem solved, installed latest update of microsoft visual c++ 2013

Doing some more testing.
I tried to edit some parameters in some locations. When I edited "damage", and then "last photo" to 0 days, as if the photo was taken after the damage is done. it seems that damage doesn´t appear, I mean, the target doesn´t turn red (with a 90% edited damage).
IMHO, there are to factors that need a look a:
Radar repair rate, and recon.
The radars repair rate is too quick, and no resources are needed. Maybe creating a few Radar factory or electronics factory that produces radar refactions or even better, both, airborne and land radars, so if we want to add devices to a squad, we have to do it manually. This is no game breaker, because if you slow radar repair rate, and create a gap in radar range, you are sending attacks to a different target, distracting from others.
Recon, it´s very tedious. At least an automatic recce for at least 2 missions to last bombed target by BC in BtR or Luftwaffe in BoB. In BoB, there´s no recce post mission as Allied has in BtR.
Another good point, could be a "Recon Doctrine" . For some squads, recon only a kind of target in a period of time. , I.E. OILS+OILR for 2 weeks.
Knockout dropper explains something interesting: "recon is a periodicity pull down menu for targets. Say you want to bomb the snot out of rubber. You go to the rubber targets, sort the targets by capacity and location, then determine the periodicity you want them shot"
Other way, "Recon Area". All the recons would do their missions over a designated area. This could ve very useful in support of mandatory targets as Avalanche or Overlord.
Also being able to recon what kind of aircraft are in an AF, but only single/twin engine, not exact type, to keep FoW.
Defensive player able to see when the last time a target was last overflown by recon. Whether the bird made it back to base is moot. This would allow defensive player to determine what targets are in danger of a strike.
-Weather forecast
-Sunrise and sunset time
-new targets: I know there are enough targets, but creating new ones, could give a twist to the game with more ways to win or new approach. Maybe could replace some of the actual targets for new kinds.

*RADIO stations. I mean propaganda radios. Destroying/hitting them could decrease morale of land units / air crews. Remember Mosquito`s Raid to Berlin just to jam Hitler speech? Maybe could be a new use to electronic warfare aircraft, jamming RADIOS.
- PLOTTING:
*save raids button ( leader unit, bombers and escort tipe close/high/delay) so we can select a group and simply change the target.
*being able to set a profile, that can be done over again, once it has been set ) also on the list is to look to see if we can get a more like daytime plotting for NFs to fly with the bomb raid, depends on time

Try changing it to 1 day and see what happens. I bet by setting it to 0 it thinks there has never been a photo taken.

That is a good thing IMO. The WA were not in to "shock and awe", so radar sites, which were really hard to hit, were never a priority target. Personally I would not want to see it changed, but if the group feels differently........
The rest of your ideas are good ones and should be looked at.

At first I did it and didn t work. It is no big deal, maybe it could be useful to create new scenarios.

You´re right. Historically Radars weren´t priority targets. I don´t know about repair rates, I guess that wasn´t so quick, to rebuild a tower of a damaged Mamut. For example, AF repair rate seems real for me. But more in a "game" perspective" editing some parameters or creating a new way to win or a strategic that includes blinding the enemy, could be fun.

Does anyone know why the 128mm AA is not visible in the AA transfer list?
Was is removed for a specific reason?
btw, my bomber return to target bug-fix is not working correctly.
I'll upload a new v0.076 in the afternoon.

Yes. The 128mm was reserved for the heavy rail flack and flack towers. It is distributed by hard coded routines. I wouldn't mind being able to move it myself but we would need to be able to adjust the rail flack units.

RADAR, IMVHO. in BTR should be a lot harder to hit and a bit slower to repair, in ED its OK.
But both sides should have no idea of the effect of their attacks, only the defending side knows whats been affected.

A quick question: In ED, the luftwaffe bombing raids does recon the targets as they hit them? I mean, the same way that In BTR the allied raids does?
Because it seems that are not doing that. Never played ED before, so, I don't know if is WAD or just a bug.
