The reason; when i took Mosku (The IA change a second capital) i put a unit of 6 over 10; then the next turn Rusia retake the hexe of Mosku and then Rusia back the capital to Mosku, then at my move i again take the Hexe of Mosku and no changing a new Capital of Rusia but plummets again the rusian morale i guess

Algiers is in axis Hands because when USA enter at war (at first ) some amphibious units (one Tank and one infantry) disembark in the Spain-Marroco territorys and i forgot to say that USA before Surrenders suddenly declare war on Algiers so that is why Algiers is on Axis side.
