US draw a entry marker and placed it versus Germany.
US selected to start Chinese aircraft production. Modified the die roll so that there could be no tension for this.
US then passed the War Appropriations Bill. This caused one tension marker to be moved vs Germany (5 rolled)

Yes the appease/don't upset the US policy being pursued by the Allies is working extremely well.
Never seen this option taken so early in any game I have played before........

I took a look at the number of chits the US has pulled, and it actually looked fairly average. To get WA so early, the US chit values must have been remarkably high.
