Atlantic
1. (Re)evaluate sub threat.
2. “Optimize” assigned (minimum) USN fleet elements to reinforce ASW escorts & patrols.
Med
3. Liberate or position to liberate Tunis, Tunisia without loss, flip or HQ support.
4. Capture Homs, Libya.
5. Reinforce Corsica to eliminate flipped LBA Terr.
6. Strat bomb Rome.
Western
7. Strat bomb Lille & Paris.
8. Rebase USAAF P-38 FTR-2 (Torshavn) to UK as forward as possible.
East African
9. BREAKING – The goal to conquer Ethiopia has CHANGED to contain Ethiopia.
10. Minimum forces will be used to contain Ethiopia, including garrison of Asmara.
11. Wavell HQ-A, Ind inf, mot & inf div will be redeployed to the Pacific as soon as the situation in Ethiopia can be contained and sea lift available.
Pacific
12. China Sea - Max effort raid vs convoys & warships with primary objective of sinking CPs (5).
13. South China Sea – establish supply into & through.
14. “Max” effort raid vs unescorted IJN CPs (4).
15. Position Mac Arthur for debark to W1-Tarakan.
16. Deploy Mountbatten to Malaya (will flip due to weather; but no use waiting as 0% chance of fine weather next weather pair).
17. Evaluate assault vs partisan and execute if and only if no chance of loss.
18. Evaluate IJN I-boat threat; “optimize” assigned (minimum) USN Pacific Fleet elements for ASW escorts & patrols.

2. Northern Front – optimize defense to meet USSR-WAR-99.
3. Southern Front – optimize defense to meet USSR-WAR-100.
4. Asian Front – continue shuffling to transfer depots.
5. Rail 1st Mtn as fast east with 1 rail as possible.
6. Maintain frontier garrison (3 MAN Terr corps).
