A lot of us grew up with that phrase, and I feel deeply sorry for anyone who doesn't have it embedded in their cultural DNA. The key point is that it doesn't matter what people SAY. All that matters is what they DO. You could make a pretty good case that any culture which can no longer tell the difference between actions and words is well on its way to the "scrap heap of history".

Some of us actually use this as a good reference for the byzantine labyrinth known as Japanese production.
