Its unusual to conduct diplomacy on forum but this is the Soviet offer for permanent peace.

The Soviets will withdraw to pre War positions the Japanese may follow soviet forces until borders have been re-established.

The handover of territory to China must occur on the next Japanese turn or the Soviet Union will suspect a delaying tactic.

Tientsin Shenyang and Port Arther and surrounding area's including both Aircraft Factories will be handed over to China.

This agreement will be lasting and all three parties pledge that this will be the end of hostilities between the three parties for the duration of the war, or until 1946 whichever comes first.

China is appreciative of the Soviet attempt to find a lasting peaceful solution to the conflict in the Far East. The Soviet terms proposed above would be very positive for China, but in the interest of finding a compromise suitable to all three parties, China would also consider it acceptable for Japan to retain Port Arthur and the two factories, as long as China gets back Mukden.

The proposal by China is acceptable and is a reasonable compromise.

All that would be required is Chinese assurances that Japanese forces would not be allowed to enter Chinese territory and that China eventually return to a Neutral state.

Japan would retain Port Arthur the Korean Peninsular and its factories.

Such assurances are hereby given. China intends to keep its new border with the USSR completely demilitarized. This includes the Afghan/Persia border.

Game note:

There is one thing of consequence that happens when Paris falls. The French get a card to improve their fighting spirit. When played it will increase the figthing efficiency of French peopled units, from .85 to 1.00 in 3 turns, this is done in increments of .05 each turn. The cost of the card is "just" 5 PP...

I would think that French morale and fighting efficiency would actually drop, not increase, when losing their capital. I know that this rule is supposed to represent the improved fighting capability of Free French units, but this rule might actually discourage the Germans from taking Paris until the last moment. My suggestion would be to have this rule take effect when both Paris and Bordeaux fall (Bordeaux is where the French historically moved their capital after the fall of Paris), or else delay giving this card for about 5-10 turns until after Paris falls.

In my own experience, the big problem for French units after the fall of Paris and all the other continental cities is supply. If they loose Saigon after the fall of France proper, they can forget having any further role.

Argentina Rejects US Threats

Argentine President Ramón Castillo, concerned that the US intends to establish its hegemony over all of Latin America via the installation of pro-US puppet juntas such as the one that took power recently in Mexico, has invited China to guarantee Argentine liberty against US imperialist encroachment. "We realize that the US imperialists have threatened to use force to achieve their goals, but the Argentinians are a proud people and now have the backing of a global superpower in their struggle to preserve their liberty," announced President Castillo.

Mass demonstrations in support of Castillo's decision have been reported in Buenos Aires and other Argentine cities after the Argentine Secret Service (ASS) announced the discovery of US plans for a direct invasion. These are outlined in the internal military briefing documents titled "FY08-13 POM," dated October 1939, in which Argentina is described as a "rogue state." Castillo has ordered the armed forces to be placed on high alert and the people to prepare themselves for what may be a long and bitter conflict such as Argentina faced in its War of Independence against Spain.

No offer of peace has been received from Japan, the Soviet Union will offer peace next month.

Soviet planes were attacked over Soviet territory by Japanese planes while conducting recon missions. The Soviet Union protest this incursion into Soviet airspace. The Japanese air force did not do well in this incident.

You claimed you were going to give back all the territory my nearly dead units simply were attempting to make that true. And since none of my planes has the range to intercept you in your territory I suspect you flew somewhere you were not invited too.

Further recon flights might trigger responses but the response NEVER triggers interception.

My first recon was of the coast of Vladivostock ? the air units that intercepted were from the Japanese mainland. Subsequent recon were over the mountains to the NE of Valdivostock Soviet territory. Explain why you feel that the Soviet Union cannot conduct recon on its own territory or coastline.

How will some weak Japanese units make the Soviets retreat when the entire Japanese army could not. The Soviets have retreated as per request from China and in accordance with the peace agreement, no Soviet or Chinese units are on the Border. But Japanese units are that means that territory will be converted to Japanese if I do not contest the zone of control, since Japan and the Soviet Union are still at war.

There are still several hexes to convert. Around Mukden and north of it. Neither unit there has any strength consisting of about 5 rifle and remnants of other equipment. All other units have withdrawn per the agreement. I can not control automatic functions of air defense and you well know it.
