Interesting strategy and I will be very interested in seeing it how it will play out. I've repeatedly heard WiF veterans saying it can't work, but I'm not sure I agree. I've read about a few failures, but I felt the Axis made mistakes in these games.

Beyond the obvious thing about the USSR, I think the main benefit is the lower US entry: No need to attack Belgium, no french conquest, that's -2.6 chits right away, more if an invasion of Spain is attempted. I feel attacking Netherlands is a mistake in that respect. Japan should also prioritize a joint invasion of the USSR as well as the resources there will be arguably easier to grab and will have a greater impact on the game. The western allies will be able to gangup on Italy though, so that's something to watch out for. But I believe that with the right assets, Germany can prop up Italy for a long time and minimal cost. Start bombing could be the western allies's best weapon.

Maybe Netherlands attack was a mistake, but I wanted the best possible defense line before Allies attack Belgium. Maybe that happens after they have destroyed all German factories.

Are you sure you will be able to break the pact? Doing so in 1940 is tough, since you need four German units for every Russian unit, and the Russian neutrality chits are worth more than your chits.
