Yes, similar to Finnish units, Axis mountain units do not have their combat values negatively affected by the first winter rules during any blizzard turns Dec 41 to March 42. They don't actually fight better, they fight normally.

How are you doing on rail supply/movement of resources? Many soviet players seem to be experiencing issues with resources getting factories and supplies to troops due to, to low of rail capacity to do both.
