Hi, Rather then increase port size to enable mine loading just add a MLE to OOB.
You could make the MLE a barge or hulk (speed 0)
submarines only require an AS to reload mines. For torpedos you need an AD but once again you could assign a barge or hulk to each port. This would mean when enemy captured port they would not automatically gain the ability to load mines or torpedos before they also moved AS/MLE/AD type ship to location.
A speed 0 ship could move (2 hexes per day) but it would not be able to move far or rapidly. This would simulate the difficulty required in moving mine/torpedo capacity that was actually shore based to a new location.
Many older vessels were converted to hulks that while unable to move were used as a ports facilties for ammo loading or tender duties.
So these speed 0 vessels would be more a port facilty then the more moblie MLE/AS/AV/AD ships. Perhaps a number for both side could be added to OOB. (I'd put at least one in every major port at start of game and then perhaps have a few more in reinforcement tract. (make 1 for every 2 or 3 Naval baseforce)
along with this you could reduce the SPS for a number of ports on the map.
The enemy would then have to damage/destroy the vessels to reduce capabilty for reloading mines/torpedos.
