If soviet plot penalty is still valid, why not increase the chance of moving a unit in August? Deleting the penalty in September sounds good and will help the soviets indeed.

But we all agree to some extent that they hinderens on the russian is a bit to much.So the suggestenions i have read here is a good way to balance the game then.I would like to say thanks to both Ed and RickyB for there work they put into the game.I raise my hat to both of you for your patiance with us whining all the time!
