With new literature by my side, a number of ships are getting overhauled.
IJN Kongo finally getting twin 12pdrs on top of its main calibre guns back (also note the greatly increased AA defense):

Kongo has been eqiupt with 1 float plane in 1921

How interesting. What is your source? And does that source mention if any USN dreadnoughts had airplanes in 1922? After all, the first one of them - USS Texas - successfully tested catapult in 1919...
In Cautionaries 1.7 all modern USN dreadnoughts started off with planed onboard.

Planes taken aboard.
another plane addition
1 December 1931:
Attached to First Fleet as flagship of the Combined Fleet. Captain (later Rear Admiral) Higurashi Toshiu (former CO of CA AOBA) assumes command. Type 14 Model 3 reconnaissance planes are taken aboard.
Please, note that there was no catapult.
