The South had, mmmm, who were they, Buchanan (sp?) etc., and had Flotillas in esistance at memphis, New Orleans, Mobile, Savannah, Charleston, and the James River at Richmond etc. So, the South did have naval Commanders of high rank. A Captain in the Navy is the equivalent of a Lt. Col. or Col. in the Army, and so on up the rank ladder.
So, the South having a few or the ability to eventally create a few Flotillas and Higher ranking Naval Commanders is historical, but only a few.
