you can not make a chain .... all naval movement happens at the same time...... and all naval movement in a sea area happens at the same time... [:-]

In fact, what you wrote is right for Air Transport (11.12). Air Transport missions all occur at the same time, so you can't chain them, but Naval move occur one after the other so you can chain them in certain ways (passing through the port -- Case 4 & 5).
