Anyone can tell me where to put the ww2_city_eng.txt file?  The map shows the cities but not there names for the new ones so it works but I would like to see the names.

It was not overwriting for some reason. I deleted the old file and placed your new file in its place and it worked as expected.
 
Thanks having fun trying your scenario out so far.  Will let you know if I find any problems.  But so far all the problems are mine be an illiterate.

All options starting on normal.  Playing Axis to start.  I will then move it up a level until I test each level.  Then I will change side to Allies and do the same. 
 
It is the same thing I did after the patch was released to check out the AI.

That sounds like a blast. I like a lot of your changes especially the ones in the Middle East and the cheaper subs. My biggest problem with the game so far has been how easy it is for Italy to drive all the way to the oil fields through Iraq and Iran. Great solution all around to beef up the minors and make it a bigger deal to invade a neutral as it should be. Also love the synthetic oil plants idea. Makes the Allied Strat Bombing campaign more of a factor.

Should I PM you my email or is this now posted somewhere?

So far your mod is great fun.  It seems like the production is too high for the Germany's.  You may want to lower the conquered to 75% and see if that gets a little more control.
 
Italy has too many troops in Libya.  Suggest you drop that number of corps by 3.  Money for the Italians is tight but seems correct.
 
Hopefully, I will get more time to play tomorrow.

Also if you want a pbem game or a tcp/ip game i would give you a game.

I'm testing Dave's Mod right now, playing as the Axis, and so far it feels pretty good. I'm not sure what it is yet, but earlier I just lowered my head and kept going through anything in my way. Now I have to think more carefully in what order the units should move and attack.
 
It took some pounding before Warsaw fell, though; 2 turns and maybe 10 full strength attacks. If the defence value of units is now higher, maybe the defence bonus of cities should be less. [&:]
 
All in all, I'm very happy with it yet! [:)]

I am in early 41.  Finishing up Greece prior to my invasion of Russia.
 
As to a game using your mod sure.  Choose a side and where on.  I can play either but IP is only on weekdays and PBEM is whenever.
