I agree, it shouldn't be impossible; Admiral Fischer advocated it; but maybe simply the cost in Naval Assets could be incresed to reflect the difficulties that were present.

I tried two iterations on rebasing from Wilhelmshaven to Rostock in August of 1914. As a fleet (PD, CA and Tr), they were intercepted and only the PD continued through to Rostock. The other two remained in Wilhelmshaven. The next game, they sortied as individual ships, and they were intercepted again (the combat screen grouped the three together) with the same results (PD to Rostock, others back to Wilhelmshaven) despite the RN landing only one hit on the PD. I must admit that I'm rather confused regarding the naval portion of the game:

1) Why does the RN intercept what should be a canal transit?
2) Why do some ships fail to make the rebase to Rostock, while others in the same squadron/attempt succeed?

Agree, Phisto.

As the CP player, I have been unable to rebase the High Seas Fleet to a Baltic port without getting intercepted by British warships on patrol in the North Sea.

Perhaps Frank could permit CP players to choose their starting port in a patch, or reinstate the "free transfer" on the first turn.

This is also correct from the Beta - there was NO free basing to Stettin or Danzig - only to Rostock.
 
FWIW I agree with Warspite about the RN in the Baltic - after all tehy built Furious etc precisely for a Baltic campaign.
