I agree that organization in this game is a welcome step in the right direction .... [:)]

I would also like to look a wee bit beyond the whole big picture ... [:'(]
I have played a number of games that also allow for the difference in base units .. not just in an eff % but also in the actual strategic and tactical capabilities that are not handled just by a 10 factor unit with 61 % eff ...
The actual difference in my mind is that ....
Say ... A french garison unit does not have the tactical ability that a Ger Pzr has ...
In game terms this means that w 3 french garisons in the Mag .. If the French can hit a Ger Pzr w a few air units .. eff % loss .. then hit w 3 french Gar .. then say the French Armor .. bye bye Ger Pzr even if a 10 factor ..
And besides the fact is that the french garisons still retain any entrenchments they have at the start of the turn even though they have moved out to attack the Ger Pzr ... [:-]

I would,nt mind seeing different movement points for units based on nationality, it would make sense that German armour should have a advantage in moving in combat compared to their French counterpart. (this could also be expanded to other units as well)

Can I add spotting for cities into the discussion. If you own a coastal city without any friendly until near the enemy can just sail up a transport adjacent to the city and you don't see it!, even though IMO ownership implies SOME friendly troop presence. It just happened to me in a PBEM game and came as a shock!

I think I have to disagree. If you have zero units within spotting range (land, air or naval) then you deserve your fate and should not have time to build a GAR or rail a unit into the hex.

Eneny units would show up off the coast and land with chocolates and nylons for your ladies as opposed to ammunition for your troops.

To address organization and doctrine, I'd recommend Citino's books on the Germans. They did have a very different doctrine than the French and a much more efficient way of disseminating it down through the ranks.
