the form looks good. I would only suggest considering leading the players directly to this form after the force pool additions form or process or what have you.

Since the post I added a check box to the lower left of the help form. It is for disabling the automatic popup of the form.

Basically, every form has a Help Message which is automatically shown the first time the form is displayed. It will continue to be shown automatically unless the player checks the box to not do that. The help button is omnipresent on forms so it is easy enough for the player to view the Help Message associated with a form whenever he wants.

My intent here is to be slightly aggressive about showing the help messages - hence they automatically display the first time. But the program keeps track of which ones you have disabled (all 90+ forms and 80+ places in the senquence of play) from game to game, so you really only see each one once if you click the little buttons.

I believe it will be useful to let the more unusual forms continue to appear automatically, but disable that action for the forms with which you do not need any more help.

Yes.

For the Lend Lease Air Units form though, Communist China, Vichy France, and even Japan are never involved.

Here is another context sensitive help writeup. I had to split this into two posts - the first is the scrap form that the CW sees when they start Guadalcanal. I have loaded a default scrap list already. The second post is the context senitive help that displays when the Help button is pressed.

This is one of the first forms that a player will see when actually playing the game. So I have given quite a lot of background information on the Force Pool prior to describing scrapping.

I don't like that.
An Offensive Chit is an Offensive Chit. Offensives or Major Offensives are ran all the time during this game, and Offensive Chit is really special, this is an Offensive Chit.

Well, I do not see a good alternative. The Offensive chit represents a build-up in logistical material for doing something dramatic. Other ways to describe that seem to require cumbersome wording.[:(]

And anyway, a chit has the connotation of something that can be redeemed for 'merchandise' or something of value. I like that implication here, where you build-up material and then cash in your chit for a massive increase in offensive abilities.[:)]

It would be hard to come up with a better descriptive term due to the flexability of the usage of the "Offensive Chit".

16.1 Air action (modify Air combat)
16.2 Naval action (flip naval units face up)
16.3 Land action (modify Land combat)
16.4 Combined action (modify number of activities during the action)
16.5 Reorganise HQs (flip all HQ units face up)

Note: These are very simplified discriptions of the usage of the "Offensive Chit" durring the action.

besides a chit is: "a small slip of paper with writing on it".

In the military you have to have a chit for everything (pay chit, medical chit, out of bounds chit, and etc. chit) or you are in deep... er trouble.

Offensive Stockpile is better, but perhaps the chit is here to stay.  Totally chitty.  [:D]

I like stockpile[:)]. But I doubt that I will change it - there are many potential buyers who are very comfortable with the term offensive chit, even abbreviating it as o-chit.

Yes, and as o-something else when you are about to get two or three of them thrown at you in an impulse. [:)]
