After consulting with Andrew Brown, I sent all panels along the bottom edge - 15 to 19 - which should make the southern part of the map look like mine does.

Update: As a test I extracted RHS spraut v7.791 hex panels.zip instead, and everything now works fine. Thus the problem is with the non hex panels.zip file.
