For all you hamstringing the German economy I suggest you read a little history, Germany INCREASED production over the war INCLUDING over the effects of strategic bombing. I do not see any effort to game that in. Further the capture of production facilities occurred. One of the things Germany did was strip the conquered areas of trucks and to use their factories to build all manner of war items. Every Conquered area also provided men to the German Army, though granted not in HUGE numbers.
The Germans start the war in a peace time economy and do not ramp up to full war production till around late 41 early 42. I would suggest the game needs events to INCREASE German home city production. By the end the German economy was at least 3 maybe 4 times as productive as in 1939.

Twotribes,
I agree there needs to be some mechanism to increase the German economy over time. As I am converting this scenario to include separate peoples instead of just "Universals" I have bben thinking of giving the Germans a production multiplyer that increases over time. In fact I was looking at giving all people an increasing multiplyer over time as all economies became more efficient over the course of the war.
By making captured territory product less that for it's original owner, I'm hoping to simulate the problems with having a captured people work for you and also the harshness with which the Axis power treated most of it's conqurered peoples. Since all SFTypes in the game represent material and manpower I thought by restricting the captured production facilities to supplies and PP this would represent just the material produced outside of Germany. This allows more production of SFTypes in Germany itself.

If you have data that suggests that ecomony x improved by y over time, I would be happy to make adjustments. I set relative production levels to be in line with GDP.
My source was from Wikipedia.

Hi Tom,
Good site. Looking at the GDP chart it shows the German economy increasing by about 13% by 1944. I don't think this is from captured worker/factories. This is internal increases only... I think. I'll have to read up on this some more.

I'm not sure German economy/production improved significantly except by capturing/looting. It was a military economy from '40 on. OTOH US economy really did, being progressively converted from "peace" to war economy in 42-43. USSR also experienced a huge growth in production in the same years.

The Germans weren't on a full war economy at the start either though. They were really unprepared for a larger war when they invaded Poland. After seeing that France and Btitain wouldn't back down again, German had to gear up to take on the new challange.
EDIT: This is a great discussion by the way everyone. I'm really enjoying it and learning alot from you all. So is the one about naval vs airpower.

I think wikipedia is good enough as source. But you should compare to the production numbers for aircraft and tanks:
http://en.wikipedia.org/wiki/German_tank_production_during_World_War_II
http://en.wikipedia.org/wiki/German_aircraft_production_during_WW2
German war production basically started in 1943. I am no expert on this issue, but as barthead said i remember reading somewhere too that the germans just began with their war production in late 1941/early 1942 when they extended the war to a world war with the dow on usa and the failed eastern campaign. I think it was Speer who wrote in his memories that the germans did lose a full year through overconfidence, i think he means from fall of france till barbarossa, and then fortuna abandonded them and they could never again decrease the gap between their and their enemies production.

Yes that is what I have read in several different places and all the games I have played full war with production the German production doesnt increase until late 41 early 42 and then it steadily increases.
The Germans remained at a peace time production until after they realized the War in the Soviet Union was not the cake walk they thought.
