I seem to be running into bases being below the 10k thesehold for repairs. Thus, some repairs are turned off while HI repairs take priority #1. Anyone else seeing this or just this novice??

Now that is a question worth exploring ... Did a few little tests, didn't get anything to repair < 10000 supplies, reduced the number of factory types repairing (below 10000) still no dice ...
And seems to be an equal distribution for all factories at 10000. But as ever these are really quick tests, and I hope someone lets us know if they have any further data.

Lastly, remember every 3 turns the supplies etc are redistributed ...

9 Factories built = 9000 supplies, forget the 186 extra ... it's an anomaly.
