Wrong Hans ole buddy.
EPV can be kept in supply and should have a huge stock by mid 7/42 latest. Mine it by subs helps also. I've always kept my 2 & 4E bombers out of EPV until later on as they can do the job from Koumac, etc. The more bases used the tougher it is on the Japanese. P-39s out of EPV do the trick.
The whole idea is to bleed the Japanese of supplies. They can't keep Luganville well supplied and operable under constant attack. Huge #s of planes can't be supported because of the supply drain.
Hit the APs with planes & subs. Throw in the sporadic surface TF hitting shipping. The IJN can't support overwhelming strength in the NHs on a constant basis.
If all that you say were true then how is it that the more experienced UV players have averted an attempted Japanese AV attempt many times?

IIRC only 2 divs arrive at Noumea before 8/42, so it may be easiest to take Luganville early. Holding it, however, places you at the end of a ridiculously long logistical string and limits the effectiveness of KB by putting a bit of a leash on it (supporting resupply convoys, provding cap, etc.).
Overall, its no easy task to take and hold an av base especially in Scen. 17.
That being said, I don't like av bases either. If the Allied player does oversupport PM it's up to the Japanese player to make him pay by either isolating it, taking the northern Australian cities or going all out and taking Brisbane. The loss of the reinforcements available from Brisbane is its own reward, no av should apply. Same story w/ the SoPac area except I'd disagree even more that EPV and Luganville are av cities. Arseholes like those two have no intrinsic value, at least by taking Noumea you've isolated or took control over the New Hebrides, a whole island chain, and cut the cord, so to speak, w/ the next Allied logistic stronghold, New Zealand.
To be clearer, I think an av city should represent a real strategic victory for Japan either by shortening the perimeter, isolating strategic real estate or making the Allied counteroffensive more difficult. Taking the Australian cities isolates (at least using this map it does) New Guinea, the taking of which is an important strategic victory for Japan. Taking all of the New Hebrides would likewise be a significant accomplishment for Japan by forcing the Allied counter in SoPac to start at New Zealand or further east.
It would have been nice to have av cities as an option.

To offset the late arival of troops at Noumea the transfer of the Aussie 7th or 3rd Divisions, especially the 7th, can be enough to insure the holding of EPV and Noumea along with the Americal Div. By the time the 1st Marine Div shows time is starting to slip away for the Japanese.

Auto victory bases are in the game to prevent the Allied player from putting everything into Port Moresby or an early assault on Lunga or somewhere else.
PM is a bag I would think any Jap player would want the Allies to get into willingly. A good Jap player should be able to isolate and starve any large Allied presence at PM out since the Allies simply lack the naval presence to keep PM alive.
Lunga is another issue but, again, if the Allies push too fast on Lunga you should be able to cut off the head of the enemy at that point. The IJN total superiority is what should keep the Allies in check not some artiface like a AV.

Depending on scenario and settings. In stock 17 at 100% don´t put Port Moresby in the bag until you have it in the bag. Very easy to fluff it.

My opinion only, Allies going to lunga early
is suicide for whatever they put there. I´ve done this one before...

If Allies want to defend up front PM is the place to do it.

... I dislike anything that is "auto-victory" since taking Noumea and losing everything else means nothing. The concept of an auto-victory, especially in UCV, makes precious little sense ...
If you've ever played an historic scanario, i.e., "Yamamotto's Prophecy," from the IJ side, you'll see why that player needs an AV option; no matter how much territory you gain before '43, you will eventually lose it all to any competent opponent.
Trust me.
