This scenario looks fantastic.
Can you play against the PO as Allied, Axis or both?
And where can I download the TOAW III version from?
I looked at Rugged Defense website and the only download was for COW.

Download it anyway, open it in the editor, save it as an OPART III scenario, and it should run. There'll probably be some weirdnesses that you'll need to remedy.
