Sure they are.
Ah, no. The
lines are the same for all scenarios and throughout the duration of the game.
However, who controls the hexes is dynamic (of course) and that can be viewed by turning on the hex control flags (a toggle button on the main form).

I mean that the width of the lines change depending on the control of land. For example, when Bessarabia is part of USSR, then the thick USSR border includes Bessarabia. Before that, the thick border included Bessarabia into Rumania.
Same for the borderlands, for the South Dubroja, etc...

It certainly would be nice (not sure if this currently applied) to have only the 'in use' scenario lines displayed. E.g. If playing global war I really don't want to see all the later scenario 'start lines'.

No problem, since there are never any "start lines" in MWIF. The flags to indicate hex control are much clearer.
And when setting up units, there is always a message displayed indicating the unit may set up in the hex, or, if it cannot, why it cannot. There are over 100 of these 'error' messages for setting up units - that's because there are so many different reasons why a unit might not be able to be placed in a hex.
