Do I need to have control for the entire game, or just that turn? If for the entire game, then I'll need to handle all aspects, such as tank improvements, factory switches, etc. Is that right? I've only recently gotten involved with production after starting to PBEM. Thanks for your reply.

Yes, tank/plane upgrades and factory production. You usually don't want to convert temporarily, because the AI may later change the things you altered back to what it wants. So most people make the change permanent.
