Newsflash: Germany has taken Paris in May 40 after most French soldiers did already make for England ...
All countries should wake up now soon.
Actually the French didn't ship out many troops. Some of Marseilles production went to England and Africa, and a few guns and staff were sent out. Other than that the Germans just slaughtered the French. They are too weak to stand up to the Wermacht. About 25% of the French army is still in southern France. The rest is just dead.

Re cruiser upgrades:
Cruiser level 1 CAN be upgraded, as my research found that those ships were upgraded after the war began.
I don't always keep the various briefing, unit description, tech description, upgrade description up to date as I change certain settings. My humblest apologies.

Im a bit confused, ships bigger than CA werent ever upgraded? or just not in wartime? to my knowledge battleships were refitted all the time

I think it's that version, yes. We restarted for a production fix in Norway I think. I guess Russians will just do scorched earth? We could have Russians set aside 1000 production per turn for each city they've lost or something like that I guess - but it would be a lot of book-keeping for the Russians.

Well this takes a bit the fun out of conquest. Is this something that will be changed in the future?
But as it is a Beta-Version I think we take it as a playtest challenge....

New version 1i Beta is in sandbox now. Production issue is fixed and well tested, so should no longer be a problem.
Sorry that it doesn't help in games already underway.
