One other thing to try (real long shot) is to try unzipping the attached TOA.CFG file into the Opart 3 directory.

What's going on is that TOAW prompts for the directory that the scenario files are in. That may be what is causing the problem you're having. We'll know after some more tests.

Click the little 'HQ button' it will pop up a tree dialog which will let you choose the directory. You might start in C:\Martix games\The operational art of war III\scenarios\Tutorials (I think)
