We don't have that option now for Ukraine divisions...

Partisans are a real pain in the ass in this game unlike WIR. If garrisions in cities are not maintained they grow faster, and if you don't hunt them down it gets worse. The Soviet AI, even if your playing as them, night airdrops supplies to activate them. There are partisan units in this game and can really hurt supply by cutting raillines...

Do unit that are surrounded or low enough in effectiveness shatter or surrender?
What percentage of troops go back to the force pool?
Does the supply rate of the unit that shatter affect the ratio of troops that return to the force pool? (I was just re-reading a book about the Falaise Gap and the controversy about the number of Germans that escaped because the noose was not closed which led me to wonder about this.
Knowing how crucial battles of encirclement are on the Eastern Front; I was curious how this was addressed.

What forces do you have to hunt them down with? -- Police battalions , armourd trains etc .

Units can rout, shatter, or surrender. If shattered or surrendered, some amount goes back to the pool. The formulas are too complex to list out.

The Axis have security divisions (and some brigades) which are used to garrison cities and hunt down partisans that become active. You can also use regular combat troops (or Axis Allied troops) for some of this as well, although you wouldn't want to use German combat troops if at all possible.

Is there an "oops" or "undo" command for moves only? It would be nice to be able to retract single moves that don't change anything else or affect visibility of enemy units. In other games a bad mouse click can cause big problems!

Yes there is an undo, unless the move impacted visability (which does happen when you move adjacent to enemy units).

Question: how does the partisan war work? is it winnable for the germans (meaning can i actively use the anti-partisan units, or as a soviet can I actively use them, or is this computer generated as in WIR?

There are partisan cadre (inactive) units everywhere due to troops slipping through encircilements. However they don't have the goods they need. Thus the night air drops to activate them...

so, as soviets, I can use them actively? but as for the germans, can I hunt those cadres down activated or not, or only the activated (equipped) ones?
