OK, I've gone through it and I finally understand your original question.

You are right, a port must have at least one unit of fuel before rearm is allowed. On the surface, this is because the refuel and rearm are not separate processes, but are combined in "replenish". There is some rather complex logic in the refueling process that calculates daily fuel ops and amount left for refueling. With none available, amount left has to be zero. We can not bypass this check without exposing the daily fuel ops logic to fracture.

I have verified that normal rearming will occur if even one unit of fuel is present at the base - even if the daily ops limit has been exceeded.

Since zero fuel is a rather rare circumstance and the fix is complicated, I am going to recommend that this item not be addressed in Patch 1.

Actually I think there is still a rearming issue if both ops and fuel run out during the TF refuel. One Dutch Boy's finger coming up.

Why not , if at least 1 fuel needed, fix by not allowing a base to go under 1 fuel, so if a ship takes 300 fuel but base has only 300 fuel, ship gets 299 and base retains 1 fuel...
then any base will always have 1 fuel.

And yes 0 fuel can occur often enough, if auto convoy isn't visiting.. at least in WITP, I have several bases at 0 fuel.

But if its a check and a base needs 1 fuel is it possiable to tweak it so bases retain 1 fuel and never load fuel if it put base at 0 fuel?

Cann't rearm Mousetraps on SC-s. Tried at different bases, with AG, AE presented or not. 16" guns are rearming, Mousetraps - not [:(]
Save game is attached. Look at SC-s at Noumea (for example SC-700, 701)

This is due to the load cost being set to "9999" in the scenario. I believe it is being addressed.
