Not sure, and I'm new at this, but I think you need a size 7 airfield unless one of the ground units present but not shown is the 'command level HQ' (presumeably for the carriers?) or that HQ is within the new a/c's transfer range from Noumea and at a base with 20k plus supplies. The cases are listed on p258 of the manual. I hope I'm right, but if I'm not, I hope maybe being wrong will get someone to tell you whats right.

I simply did not consider AF size to be a factor in carrier operations, but the fourth sub-paragraph of 16.2.3 clearly states that it is

Followup on my situation:

After waiting about 3 turns, the unit was finally able to upgrade. During those 3 turns, I did nothing with the unit other then to check it each turn.

I'm guessing that my case had to do with the new rule of units having to wait a number of days before they can receive replacements again. This must carry over to upgrading a unit also.

On the first 3 squadron screenshots you cannot upgrade(downgrade ) because you don't have enough a/c in the a/c pool , for the P-40 squadrons you need 25 a/c in the pool - when you upgrade you don't just upgrade the a/c you have , you have to upgrade the whole squadron.

Not in AE! Maybe the AI won't do it, but when you have the button available you can do it.

Reread the manual --my mistake

however -- on the screenshots showing the 35th/21st PS he has 19 ready a/c but only 1 P-39D in the pool -- according to the manual p.148 he needs a minimum of 'the max ready a/c' of the a/c he wishes to upgrade to in the pool so he needs 19 P-39D's to upgrade this unit.
