Hmm, this sounds like two separate bugs. In the cases I have seen, one either gets all three provinces or nothing. (And can get the provinces--all three--by making that one's first-choice condition.) I haven't seen a case in which the 3-province condition was only partially fulfilled.

When this happens, are you getting the other peace conditions you demand?

I am looking at the surrender code over the next few days. I can already see some issues!
