MilRevKo, there is no security in PBEM. You can transfer via F11 or convoys or just give PP via F11.

Is there a way to know if the opponent did send PPs via F11? even know how much and to what country the PPs were sent?

Is there a way to know .....
Not that I've found. I'm about 35 turns into a Grand Campaign by pbem and both my opponent and I have been transferring PPs by F11 but only according to our house rules.
It's a matter of honour only and I know of no way to check.

You would think there would be a log somewhere... although I suppose if there were someone could edit that. I think it comes down to just playing with folks you trust.

Or just simply block F11 in PBEM.
Also in PBEM, have a list of the maximum transfer amounts the COMPUTER will allow between countries via convoy or rail (if you want rail to exist in PBEM).
As someone stated, House Rules are for boardgames.

Do the game makers have a way to block the f11 key?

Yes, we can disable F11 functionality under some conditions.

The option to diable F11 in a PBEM game should be avaliable to player but, the ability change country control should be seperate from the ability to give pp's.

Reasonable efforts should be done concerning this at least to discourage the casual gamer to not use F11 to transfer unusual amounts of PPs. [:-]
