I think the scale of the game is against this idea of air evacuation. As stated before the smallest unit breakdown is regimental level. The German Luftwaffe did not posses the capabilities on the Eastern Front to airlift this number of troops, let alone all their associated equipment.
I understand where you are coming from, but i think the overall game scale will prohibit this kind of operation. Just my thoughts.
You are 100% correct. There is no air evacuation of combat units (Headquarters & air units can re-deploy out of a pocket but suffer significant attrition doing so) since air transport requires the transporting air units to be in supply.
With respect to Stalingrad, it was wounded and some specialists who were being flown out of the pocket not organized combat units. Such a situation is just too tactical to represent at this scale and even in HPS' Panzer Campaign game, STALINGRAD '42, you can't air evac.
You also have to remember the type of transports they had at that time. No C-5A's or C-17's or even a C-54 type aircraft. It took every C-47 in the ETO to drop 2 para divisions for Market Garden, that's at one time. The Soviets had no transports, a few C-47 copies, and the German Ju-52's were not that plentiful. No, no way could you airlift out of a pocket anything larger than a Corp's HQ.

Elmo, can you post a pic of a resupply mission so we can get an idea of how much supplies a encircled unit would receive.

We're working on a bug with that right now. I did a resupply of the isolated units north of Smolensk. Flew one mission with about 60 bombers and I think they delivered about 80 tons of supplies. I reflew it with close to 300 bombers and could have delivered a little over 300 tons. We have an issue with the JU-52's and/or air transport missions in general right now so I had to use regular bombers. There isn't much to see other than the screen showing the aircraft and supply delivery. Remind me again later and when we get the bug fixed I can post a shot.
