Not aware of there being any random factor. A (as in 'any') command HQ must be close enough (I forget the distance for certain, but IIRC it is twice the command radius of that command HQ), the unit must be in rest mode, the unit must be in a base (the command HQ need not be), and I presume that there must be enough supply at the base (not much is required, though).

Thanks Chris H! Didn't know really the difference between Command HQ and non-Command HQs...

Will move the 4th Fleet from Truk to Saipan.

I forgot the base bit and I'm pretty sure supply isn't needed. I just upgraded IJNAF units at various bases and having checked two that had very low supply before and after I can detect no supply requirement changes.

How do you know when a LCU's T.O.E can change? the ships have dates for upgrades, the land units do not. Using the latest official update of the game.
