The hex inside the hexside(s) with escarpments is considered to be higher.. see notes for artillery firing 'out off their hex' getting a bonus, or the cost to enter a hex via an escarpment hex(-side)
In the scenario shown where river hexes contain an escarpment, this seems to be done by the designer to make river crossing difficult if not impossible in those locations

Going back to the OP's first post... Hexes "A" are considered higher...

Also note the difference between normal and major escarpments when it comes to movement ---> mountain units

What Sil says!

McBride's scenario is OLD and no longer works in 3.4, people! It's in 'refurbishing' at the moment, eh? The picture used was from an ACOW version.

Which scenario is this?

I'm willing to take a look using the 'old' graphics, which show things different........

Are you talking about my snapshot of the desert?

It's nothing. I just created a piece of desert in the TOAW editor.

The 3D terrain relief IS 'old' graphics.

. . . In the scenario shown where river hexes contain an escarpment, this seems to be done by the designer to make river crossing difficult if not impossible in those locations . . .

I see, so it's a deliberate design which has nothing to do with "real escarpments"... Now, it all adds up... [;)]
