Today, I installed windows vista 32 and then upgraded it to windows 7 32 into second partition.
Then I set up windows and attempted installing the Winter Storm. On install, I was argued with about compatibility. I accepted MS recomendations: XP compatibility....
During install I was prompted to install .net and directx.
[in the win7 64, there was installed .net3 and 4 and windows balked when installing .net 1.1. In this, the 32 bit win7, there was listed in services, .net2 no 3 or 4. 'Hmmmm,' I thought, 'I wonder......????'
In win 7 32, .net 1.1 installed without a hitch.
And the game is working.
There is a lot to learn, about gameplay, but that is what I wanted to deal with, that is why I bought the software!!!!!!!!!!!!!!!!!!!!!!!!! So I could learn to play and then to play it. I don't want to learn any more about MSWindows [I wouldn't have or use MSWindows, ANY flavour of it, excpect I like to play [xxxx - a online game] online. Imagine keeping an OS one HATES, so one can play one game. Oh man was [xxx] ever tough to make work.
Anywho, now I am happily off to risk installing Karkhov.....
Thanks all who wrote back, and too thanks for not being sarcastic or brutal. I hope this tickles someone to do some experimenting and figure out the .net incompatibillty problem is and how to solve it so it doesn't do this anymore, to anyone else.

Brad Brown, up in Canada, eh....

glad to see you're half-way to getting this running then! Hopefully the install for PCK will proceed smoothly and will run fine now. When PCO is released (hopefully soon), you should have no problems running it in Win 7. I think maybe half the testers are using win 7, as well as the guy doing the coding.

I'm butting in here and I didn't even read the thread...

BUT

Didn't IE8 rigs need a PzC:K IE8 fix that Stridor uploaded a long while ago?

Remember, Hezekiahbiles is trying to run PzC:Kharkov not PzC:Ost.

Yep, that's the IE8 fix that Spellir is referring to above. If you look in the PCK forum, in the Technical section there should be a post about it.
