One airstrike took out 10 German generals...
Killed a total of 17 generals in the last 3 turns, so have stopped using aerial HQ attacks

Speaking for myself, my General deaths were the result of hitting Relocate even when NOT surrounded. Think of the units between Riga and Pskov after the wreck of turn 1. All sorts of HQs need to move further than they can. So in my early days as a Soviet player (1.04) I would use this on air bases and HQs, resulting in about a 33% to 50% KIA leaders.
I'm typically getting about this same leader KIA percentiles for the first couple turns playing as the Russian (from HQ Relocates).
What I'd like to see is some stiffer penalties to support units attached to HQs whenever a player decides to hit the relocate button. What I'm typically seeing when HQ relocate is used is attached support units losing only a few support squads. I know someone is going to want to comeback with the vagueness of HQ location. If infantry and tank divisions that are isolated can’t magically fly out their heavy equipment (tanks, artillery, truck, supplies) via a relocate button why should support units attached to HQs be able to magically extract their heavy equipment and supplies via the relocate button?

In the end I stopped using relocate to displace HQs. Just wait for the axis to displace them..
I used it once the last ten turns but only because I really wanted to get rid of that leader - It worked like a charm...
