I could not do so until after I took control of Denmark. My screen never allowed me to move from the Keil to the West.

Here is more of why I thought it was broken, its not, the Germans just have to control Denmark to use Kiel...

You just need to place your ships in the open sea

I thought someone said you had to place your ships in Kiel to move to the open western sea (England), but your saying they have to be in the open Baltic Sea to get to the North Sea?

Indeed, this is due the general rule, we have implemented that the fleet can not move from port to port directly, when anchoring in a port.

Really? Ships moved from port to port all the time in a week period. Is this a limitation of the code? So it takes two weeks to move from one port to another? Port to sea Week 1, Sea to port Week 2. So it would take two weeks for ships to move from Scappa Flow to London? That is a little excessive as even at a cruse speed it would not take them that long in RL.

Got it now. You move out to see and then you can move through Kiel to North See, but you can't move to Kiel and then move to see, next turn. So there is no Kiel to Hamburg movement allowed. That is fine, since I can go from see to see vis a vis (sorry tired been playing this bloody thing for 3 days...lol)
