If the Paul is a DB but also can fly from level 0 base, can it run bombing missions from those bases or must it be at a level 2 base?

I asked this same question a year or so ago. Couldn't get any response from the powers that be. Maybe you'll have better luck getting this answered.

Emily and Mavis only on bases. But did not one of the AV carry an Emily?

Akitsushima was desinged as flying boat tender that could maintain and repair big flying boats, but I don't think she carry them.

Seaplane tender Akitsushima could well carry a large seaplane like "Mavis" and later "Emily".

Should be able to do so with any float plane from a level 0 base. If I recall I have bombed and torpedoed with cats from a level 0 base. Give it a test.

I know Akitsushima could lift aboard and maintain/repair one flying boat at a time, the ships was designed to do that. I still doubt the ship actually carried them anywhere, like seaplane tenders carry and operate float planes.
