Actually it is frikkin simple.
Just look at the OP post and then look at the response. And then look at OP post #9 and apply 4 brain cells to an exactly similar respomse. Can you say Duh, I think you can.
It IS utterly simple. It's fifth grade (third grade) math (well, fifth grade math about 40 years ago, which means at least remedial Masters level arithmetic, these days).
The math is not the issue.
The issue is the result of the remedial Master level arithmetic in relation to the color coding of the Support Required #. [:)]
As I understand it:
White: Support Required is lower than # of intrisic support squads
Red: Support Required is higher than # of intrisic support squads and no external support from units in the hex can be borrowed
Green: Support Required is higher than # of intrisic support squads but external support from units in the hex can be borrowed
In Yaab´s screenshot the Support Required # should be Red, as in a non-base hex support between units cannot be shared.
It very much looks like a mismatch between manual and how the game treats this situation. Funny thing is, I like it better this way, as it encourages warfare
away from base hexes, and so encourages frontlines. [;)]
The manual might just be wrong on that point.

Maybe. There's so many new bells, and buttons, and lights, and colors, and columns it's hard to keep track anymore. Every new Beta has a couple new ones or a better way of doing the old ones. [;)]

So is it a bug, a feature or an oversight? I would like to hear opinions on this. I am in the process of creating "medical" corps in China. I am sending light TOE Corps ( those with 162 Chinese infantry squads) on sucicide attacks. Targeting routine in groudn combat destroys corps's fighting squads and I am left with depleted corps with plenty of support squads - a hospital of sorts. Is it gamey?

Odd, yes. Gamey, no.
I think you're being like the little old lady that swallowed the fly here. The shortage of support probably isn't hurting you as much as the loss of VPs due to the destroyed squads.

Icedawg, I saw so many posts in the forum about disabled Chinese units that I vowed a pixel crusade against it and I found this undocumented non-base support phenomenon. I am thinking about a self-healing uberstack of Chinese corps (the US Equipped ones, of course) rampaging in Peiping ( check VP count for this place - enlighting) with plenty of "medical" help.

Don't know what all the fuss is about, you can't directly do anything about anyway. E.g. Like draw more support.
