But it doesn't allow you to use ECM (radar jamming devices) against it. While the devices for jamming are there - there is no way to make the guided missile radio or radar guided (or is there?) and thus jammable- so you'd have to compensate by introducing higher dud or lower accuracy upgrades (plane devices automatically update, you can't turn them = that's the assumption I'm basing this on) So a Fritz X in 1943 is superseded by a much worse Fritz X in 1944
It was a shock to the allies, but they got over it relatively quickly (two links below)

Well Nemo121 had ground based Okha's in his Downfall mod too ...

That would be interpreted as a standard piloted kamikaze aircraft, not via the provision for PGMs in the device categories.

Devices do have a PGM category, but without knowing how it is coded we don't know if there's an interaction with jammer devices - probably there isn't, given WWII PGM guidance systems covered CLOS, SAR, IR and pigeons (really! http://en.wikipedia.org/wiki/Project_Pigeon )and no one jammer would cover them all.
