David Glantz is putting out the best info to date on the Red Army in WW II. His Journal of Slavic Military Studies is an excellent serial. For details on losses by time period and campaign see Table B (pages 293-300) in his When Titans Clashed. For example, in the Vyborg-Petrozavosk offensive of 10 June-4 August 1944 (is that obscure enough or what!) of 451,600 men committed the Russians lost 23,674 dead or missing; 72,701 wounded; 294 tanks and sp guns; 489 arty; and 311 aircraft.

The book is a great tactical analysis, the tables are great, and the bibliographical essay is worth its weight in gold. However, there isn't much on training or industrial policy. Of special note is the discussion of SMPIOV documents issued by the General Staff on lessons learned during the war. Those would be just too cool to get translated.
