I didn't set the posture to attack because I didnt want my ships to just go off on their own attacking anything in site. Am I mistaken about this? I just don't want my fleets to go on the offensive attacking a less than friendly neighbor without me knowing about it.

I believe that with attack posture they only attack enemies e.g. pirates, empires where you are at war. However, since I do this all manually you may want to test this in-game.

Doesn't a circle appear showing the radius where the postures act upon?

The dashed grey circle is probably the fuel range of the selected ship or fleet.

But with the Fleet Posture overlay turned on (second button above mini-map at bottom-right of screen) then you should see the range for each fleet as a blue (defend) or red (attack) circle when zoomed out to the galaxy- or sector-level.

Using this will allow you to see how far the "Nearby systems" range is.

For further info see the Galactopedia topic "Fleets", especially the sections "Setting a Home Base" and "Setting an Attack Target" (for attack fleets).

Do the Shakturi show up in a sandbox style game?

If you turn on the Return of the Shakturi story events, they should. Bear in mind it may take a very long time to trigger it depending on your game settings.

Ok, just curious, I'm over 100 years into this game and not a peep, but I also started everything at prewarp levels so maybe that has something to do with it
