I think this has more to do with the distance to the rail net (and perhaps 90 logistics) instead of being an actual problem, but I still let you have a look at it:
Oh, and by the way, those percentages on the top are the chances to succeed a leader roll?

The limit is 25 hexes, 100 MP from the top of my head, so perhaps you moved too far... The HQ clearly didn't get any new supplies at all, and due to no SU bug it didn't have that much dumps in reserve. Was it using HQBU last turn?
Yes, I have added that info about roll chances. It's in the patch notes.

Nope, no HQ buildup. Thanks for the confirmation. And thanks about those roll chances. Much better to see the actual info rather than guessing around. [:)]

The differences can be big between various leaders, and as I have shown in the other thread leader rolls have more impact on combat in attack than unit morale and experience.
Now I wonder about Pelton's case, I hope he will provide details soon.

This -185 is normal, they returned some vehicles because they were not resupplied and thus their stocks were low and they didn't need as many trucks to carry them as before. The only question is why didn't the HQ get supplies. It doesn't look like it was out of range to rail, as in SigUp's case (unless you moved it).

Vehicles change is ok, let's focus on the HQs. They knew how much they need, but they didn't get any. They gave whatever they had on hand and that's it. We have to find out why they didn't get any. Maybe some incorrect off rail range was read or hq buildup blocked them or it's a false alarm. A save would be most welcome.

It has something to do with distance from railhead?

HQs too far away from railhead (25 hexes, 100 MP) are not resupplied from the grid. As for the airdrops it depends how did you make the drop. If directly to HQ it should have been converted to supply dumps and issued during the logistics phase. The XXIX shows that it gave 157 tons of fuel and 28 tons of supplies to units, these must be from the drop as usually they wouldn't have any other stored.

Axis units are stuffed to the max in the early turns with supplies (150%+) and they need a lot of trucks to carry them in the initial turns. Once the supplies go low, you need less and less trucks in the units, thus there will be a lot of negative vehicle changes for most units on turn 2-4.
So now we need to know:
how did the units look on the last turn (stocks, needs, ranges to HQ, vehicles, MP)
how did the HQ look on the last turn (number of dumps after all airdrops, range to rail, vehicles, MP)
when were they last using HQBU?
supply info for the HQ and it's units
