There is a double threat, being the subs and surface raider big ships. The astute AXIS player wants to draw Allied big ships to convoy protection. This keeps them away from blockade duty - which bottles up German naval assets.

I'd build lots of ASW assets, including land-based air for later. Don't neglect surface punch to counter the above mentioned AXIS strategy. One BB can devastate a convoy escorted by only ASW units.
